Michael Hicks is the George and Frances Ball Distinguished Professor of Economics and the director of the Center for Business and Economic Research at Ball State University.

One silver lining to our COVID-19 response is a forced re-evaluation of the value of our economic development dollars and the organizations they support. This is especially relevant for groups who receive public dollars because of the deep budget squeeze we will face for the two coming years. One way to measure the benefit of these groups is to compare them to other organizations that make our communities more attractive places to live and do business.
